同一条轮胎,开过一道边境就违法了

一套 2019 年生产、打着 M+S 标记、还剩 4 毫米花纹的四季胎。一月份开在萨尔茨堡,合法。二十分钟后进入巴伐利亚,违法。车没变,雪没变,胎没变,变的只有法律。

欧洲没有统一的冬季轮胎规定,有六套,而且互相打架。打架的地方,正好就是罚单出现的地方。下面每一条都对着各国交通部、警方和路政的公开页面核过,不是抄轮胎店的说法。

国家什么时候管什么胎算数最低花纹能用防滑链代替冬胎吗
奥地利11/1–4/15,且路面有冰雪时才管M+S 雪花标4 毫米可以,装两个驱动轮,但路面必须基本被冰雪覆盖
德国不看日期。只要有冰、雪、雪泥就管只认雪花标,2024/10/1 起1.6 毫米不可以
法国11/1–3/31,仅限指定山区乡镇四条雪花标胎 车上带链未规定可以,两个驱动轮的链或雪套
意大利各路段自己定,通常 11/15–4/15冬胎 车上带链未规定可以,带在车上通常就够
瑞士完全不强制法定 1.6,官方建议 4只在蓝色标志路段强制
斯洛文尼亚11/15–3/15,之外遇冰雪也管四条冬胎 夏胎+带链3 毫米可以,为驱动轮备链

奥地利卡的是 4 毫米

奥地利的强制期是 11 月 1 日到次年 4 月 15 日,但只有路面有雪、雪泥或结冰时才真正生效。二月里一个大晴天跑 A10 高速,没人管你穿什么胎。

真正的坑在花纹深度。奥地利要求子午线胎至少 4 毫米,而不是全欧洲通行的 1.6 毫米。很多人开着在自己国家完全合法的胎进来,一下雪就成了违法。这是最常见的翻车方式,也是我出发前唯一一定会拿卡尺量一遍的地方。

标记倒是宽松:光有 M+S 就够,三峰雪花标不是必须的。

防滑链在奥地利是冬胎的完整替代品,装在至少两个驱动轮上——但前提是路面基本被冰雪连续覆盖。在干净的柏油路上挂链子,本身就是违规。

交通部公布的基础罚款是 35 欧元;如果因此危及他人,上限是 5000 欧元。你会在各种汽车俱乐部网站上看到"大约 100 欧""最高 1 万欧"——法条写的是 5000,部里写的是 35,我只信这两个数。

德国不看日历,只看一个符号

德国从来没定过日期。只要路面出现薄冰、压实雪、雪泥、结冰或霜冻,义务就成立,十月还是五月都一样。德国修车行人人挂在嘴边的"从十月到复活节",只是个顺口溜,没有任何法律效力。

德国较真的是标记。2024 年 10 月 1 日起,只有带三峰雪花标的胎才算数。 只打 M+S、且生产日期在 2017 年 12 月 31 日之后的胎,不能再用了。开头那套 2019 年的四季胎就卡在这里:在奥地利照样合法,过了边境就不行。

花纹最低值是普通的 1.6 毫米。防滑链在德国不能代替冬胎,它是额外要求——只在出现 268 号标志的路段强制,且挂链时限速 50 公里。

罚款是分档的:胎不合规 60 欧,妨碍他人 80 欧,危及他人 100 欧,造成事故 120 欧,每档都扣 1 分。最容易被忽略的是另外那条——车辆保有人另罚 75 欧。车不是你的时候,这一条格外值得记住。

法国把罚款写好了,但一直没开机

《山区法 II》的强制期是 11 月 1 日到 3 月 31 日,而且只在各省省长指定的山区乡镇内有效。注意不是整个省,是一个个乡镇,分布在 34 个省里。光罗讷省就列了 96 个乡镇。进入时路边会立 B58 标志,离开时是 B59

满足方式是二选一:要么四条带雪花标的胎(只认 M+S 的宽限期已在 2024 年 11 月 1 日结束),要么后备箱里带着够两个驱动轮用的防滑链或雪套。不需要两样都有。

接下来是几乎所有旅游网站都写错的一段。大家引用的 135 欧罚款和扣车,从来没有真正生效。2026 年 2 月 12 日刊登在参议院公报上的部长书面答复写得很清楚:这项措施自始就是以宣导方式执行、不带处罚,而配套的处罚法令在 2025 年未能发布。我读过的几个省政府页面,也确实一个罚款金额都没写。

所以现状是:义务是真的,罚则没开机,而且一纸法令就能随时开机。链子我还是会带——法国山路在暴雪里收拾你,根本不需要国家帮忙。

意大利:谁管这条路,谁定规矩

意大利没有全国统一日期。ANAS、高速公司、省、市各自依《道路法》发布自己的 ordinanza,而且只在立了标志的路段生效。实际操作上大多数是 11 月 15 日到 4 月 15 日

两个地方例外值得记住。瓦莱达奥斯塔提前一个月,10 月 15 日就开始。南蒂罗尔(博尔扎诺)仍然认 M+S 标记——一条在德国不合格的胎,到了博尔扎诺就合格。

冬胎或车上带链,二者满足其一即可。例外是标志明确要求"挂链"的路段,那里冬胎不能顶替。

意大利还有一条对租车的人很实用的宽限:冬季期间可以使用速度级别低于行驶证要求的冬胎,最低到 Q 级,前提是驾驶室内贴一张写明降速上限的标签。这个宽限到 5 月 15 日截止,过期还挂着低速级胎,罚得很重。

罚款分"城内"和"城外"两档,各地警方公布的数字也不一样,大致从城内四十多欧到城外几百欧,另外扣分。这些金额挂钩通胀指数、而调整被一再推迟,所以任何一个精确数字——包括我写的——都只能当参考。

瑞士没有法律,但后果最重

瑞士是两个方向都容易搞错的国家。瑞士根本没有冬季轮胎强制规定,联邦公路局 ASTRA 说得明明白白,只是建议"十月到复活节"换胎。

但后果比罚款重。瑞士要求车辆必须处于适合当下路况的安全状态。ASTRA 把违反的后果列得很直白:罚款、可能吊销驾照,以及保险公司拒赔。州警也说了,出事故时警方会检查并记录轮胎。三百欧的免赔额扛得住;圣哥达山口连环追尾之后保险公司转身走人,扛不住。

法定最低花纹 1.6 毫米,ASTRA 自己建议 4 毫米。出现圆形蓝底的 2.48 号标志时,必须在同一轴的至少两个驱动轮上装金属链,直到 2.57 号标志解除。还有一点:瑞士法律没有规定挂链时的限速,你到处看到的"50 公里"是从邻国抄来的。

斯洛文尼亚会把你的冬胎降级

斯洛文尼亚最严,也最清楚。冬季装备强制期是 11 月 15 日到 3 月 15 日,此外只要在下雪粘路或路面结冰时,同样强制。

可以四轮全上冬胎,也可以用夏胎但为驱动轮备好尺寸合适的防滑链。关键数字是 3 毫米:花纹低于 3 毫米的冬胎,法律上直接算作夏胎。它不是变得违法,而是不再算冬季装备——于是你必须在后备箱里放链子才算合规。钉胎则完全禁止。

驾驶员罚款 40 欧。如果因为没装备而阻碍了交通,变成 500 欧加 5 个罚分。车顶积雪没清理罚 200 欧,无视冬季路标罚 300 欧。

如果你在哪里看到 120 欧和 400 欧,别信。那来自警方网站上一个 2008 年的旧页面,依据的法律早就废止了,而半个旅游互联网一直在抄它。

后备箱里我会放什么

一套匹配驱动轮尺寸的防滑链,并且在家里干燥的停车场先装一遍——不是在山口边上摸黑第一次拆包装。雪套更轻,在法国合法,但别指望它长时间顶用。再加一只头灯和一副防水手套,因为装链这件事是跪在雪泥里完成的。

如果开的是租来的车:提车前把轮胎规格要成书面的。直接要三峰雪花标,不要只写 M+S——就是这一个符号,决定了你过德国边境之后是合法还是违法。而且在德国,这张罚单会同时寄给你和车辆保有人。
