In Madrid the question is whether the cameras know your car. The whole city is a low-emission zone, the centre is a stricter one, and both read your plate against the Spanish DGT register — where a foreign plate does not exist. To drive into Distrito Centro, register the plate first at the city's office on Calle Bustamante, by appointment. Otherwise stop at the line.
That is cheap. EMT's park and ride at Avenida de Portugal is free if you ride the metro or bus that day and stay five to sixteen hours. In town, the garage under Calle de Velázquez, outside the zone, is €29.95 for 24 hours.
Dry plateau air, and dinner that starts at ten
Madrid sits high, so the air is dry: sharp blue winter mornings, summer afternoons when the streets empty. The centre smells of churros frying and brake dust. Madrileños watch a foreign car circling for a space with the calm of people who came by metro.
A terrace lunch on Plaza Mayor, and a drive down Gran Vía
Plaza Mayor is a fine square to cross and a poor one to eat in: the terraces are priced for the view. I walk ten minutes south to La Latina instead.
The second trap is the drive-through tour. Gran Vía, Sol and the old town sit inside Distrito Centro, and a loop in an unregistered foreign car costs €200, halved if paid promptly. I would not do it once.
Sunday morning at the Rastro, snails at Cascorro
The Rastro fills the streets below Plaza de Cascorro and down Ribera de Curtidores on Sundays and public holidays, 09:00–15:00, over a thousand stalls. Go at nine with small notes.
Afterwards, snails in sauce at Casa Amadeo. The Rastro lies inside the Centro zone, so do not drive: ride the metro to La Latina or Puerta de Toledo on Line 5.
Register the plate at Bustamante, or park outside the boulevards
The city's rule for foreign plates is one sentence: bring the registration certificate and the technical sheet to the specialised mobility office at Calle Bustamante 16, appointment required. Línea Madrid: 010, or 914 800 010 from outside the city. No fee or processing time is published; book before you leave home.
Even registered, a B or C car may enter the centre only to park in a public car park or garage; ECO and zero-emission cars circulate freely. Cars with no label — roughly petrol before 2000, diesel before 2006 — have been barred from the whole municipality since 1 January 2025. The warning-letter grace period to 31 December 2026 covers such cars registered in Madrid, not visitors.

Madrid's street parking, the SER, runs Monday to Friday 09:00–21:00 and Saturday 09:00–15:00; in August it stops at 15:00, and Sundays and public holidays are free. In blue bays a visitor may stay up to four hours, in green — the residents' zone — two. Pay at the meter or in apps such as Telpark.
The meter reads your plate and prices by DGT label: ECO pays 75% less, C 10% less, B 20% more, zero-emission nothing, and no-label cars may not park at all. The city's tariff page would not open for me; guides quote the blue base at €1.10 an hour (idealista, Zurich) or €1.20 (MAPFRE). What the meter charges a foreign plate with no DGT record I could not confirm, which is why I use garages.
Interparking Velázquez Jorge Juan is my pick: outside the zone, five minutes from the Retiro, €2.90 an hour, €17.20 for five, €29.95 for 24, €25.95 in the P-app. Inside the zone, Interparking Barceló by Tribunal has the same tariff — once your plate is registered. Both are 1.90 m. The tall one is Cuesta de San Vicente, below Plaza de España: €3.20 an hour, €32 for 24, and 3.60 m at the entrance.
EMT's own garages, Plaza Mayor among them, are 1.85–1.90 m, and their tariff sheet is an image I could not read.

Six depots, one free number, and a cashier that never closes
The grúa is EMT's. First put the plate into Localiza tu vehículo on emtmadrid.es or ring 900 878 331 (free) or 914 06 88 10.
Of six depots, the one to hope for is Nuestra Señora del Recuerdo by Chamartín, the only one with a cashier 24 hours a day. The others release cars round the clock but take money only 07:15–22:00, some only on weekdays.
The fee ordinance EMT publishes says €147.55 to tow a car, and storage at €1.85 an hour up to €19.20 a day; a 2024 news report gives the same figures. EMT's 2026 tariff sheet would not open for me. Pay by cash, card or online. Bring ID — DNI, driving licence or passport — plus the technical sheet or registration certificate, and for a hire car the original rental contract.

- Six depots. The one with a 24-hour cashier is Nuestra Señora del Recuerdo, by Chamartín. The others: Escuadrón by the Puente de los Franceses; Paseo Imperial; Mediodía II and III; and Vicálvaro.

- Cars are released 24 hours at every depot. Cashiers work 07:15–22:00 — daily at Escuadrón, Monday to Friday at Paseo Imperial, Mediodía and Vicálvaro — and round the clock at Nuestra Señora del Recuerdo.

Ninety-eight plugs under Calle de Velázquez
The best central charging I found is at Interparking Velázquez Jorge Juan: 98 charging points at €0.40 per kWh, €0.36 in the P-app, parking on top. Barceló has eight at the same price. Saba lists chargers at Plaza de los Mostenses near Gran Vía but prints no price.
Free SER parking and free entry to the centre belong to the Spanish zero-emission label; a foreign EV has none and registers like everyone else. My advice: charge at Velázquez and walk.

A metro ticket pays for the car at Avenida de Portugal
EMT's park and ride on Avenida de Portugal has 432 spaces, open 24 hours, by Príncipe Pío (Metro 6, 10 and the Ramal) and Puerta del Ángel. It is free if you use Madrid public transport that day (a single Metro or EMT ticket counts) and stay between 5 and 16 hours. Show both tickets at the control office before you leave, or you pay the normal tariff.
On weekdays, Estadio Metropolitano has 3,069 spaces on Line 7 under the same rule, except on match and concert days. Sundays and holidays the SER is not charged at all.
Free or nearly-free spots
Avenida de Portugal: free with a metro ticket
EMT's park and ride on Avenida de Portugal has 432 spaces, opens 24 hours and sits by Príncipe Pío (Metro lines 6 and 10 and the Ramal) and Puerta del Ángel. Parking is free if you use Madrid public transport that day — a single Metro or EMT bus ticket counts, as does a ten-trip Multi card — and stay between 5 and 16 hours. Show the parking ticket and the transport ticket at the control office before you leave; fail the conditions and the normal rotation tariff applies.
Estadio Metropolitano: 3,069 spaces on Line 7
The biggest of EMT's park-and-rides, at the Atlético stadium on Line 7. Same free-with-transport rule, but not on match or concert days, when the stadium takes it back. Fine for a weekday.
Sundays and holidays: the meters stop
Madrid's regulated street parking, the SER, is not charged on Sundays and public holidays, and in August it stops at 15:00. The catch is the plate: the SER's discounts and bans are keyed to the Spanish DGT label, and I could not confirm what the meter does with a foreign plate. A garage or the park and ride is the safer bet.
⚠ The small print on 'free' parking
- Distrito Centro, inside the boulevards from Alberto Aguilera and Sagasta round by Recoletos, the Prado, the Rondas, Bailén and Plaza de España, is camera-enforced 24 hours. ECO and zero-emission cars circulate freely; B and C cars may enter only to park in a public car park or private garage; cars with no label may not enter. The fine is €200, €100 paid promptly.
- A foreign plate is not in the DGT register, so the cameras cannot read a label off it. The city's procedure: take the registration certificate and technical sheet to the specialised office at Calle Bustamante 16, appointment required. No fee or processing time is published.
- Since 1 January 2025 cars with no DGT label — roughly petrol before 2000, diesel before 2006 — are barred from the whole municipality. The warning-letter period to 31 December 2026 is only for such cars registered to Madrid residents, not for visitors.
- Plaza Elíptica, where the A-42 comes in from Toledo, is a second special zone, running since December 2021 with 25 cameras. Cars with no label are barred.
- Central garages are low. EMT's Plaza Mayor and Recoletos are 1.85 m, Plaza de España and both Interparking garages 1.90 m. Jacinto Benavente (1.80 m) and Montalbán were closed for works at the time of writing. A roof box goes to Cuesta de San Vicente, 3.60 m.
